Form 230 lets you redirect up to 3.5% of your annual Romanian income tax to an NGO. The amount is not an extra cost for you: it is part of the tax you already owe to the state.
The 3.5% mechanism lets every taxpayer decide directly what happens to part of their tax.
If you do not opt for the redirection, the amount stays entirely with the state budget.
