We invite you to the 27th edition of "Carnavalul Zăpezii" (the Snow Carnival) – Stage I of the CNCTE 2026 (the National Championship of Tourism and Ecology Clubs), organised by the club under the aegis of the Romanian Federation of Tourism and Ecology (FRTE), on 6–8 February 2026, in the village of Cheia – Hotel Floris.

PROGRAMME
Friday 6 February 2026
17:00 – until the last arrival – Welcoming the participants at Hotel Floris with bread, salt, bacon with onion and palincă – offered by the organisers
19:00 – 20:30 – dinner served for those who have chosen the option with meals
20:40 – 21:00 – Technical briefing
21:15 – 23:45 – Slide-show presentations + video projection of the presentation videos of the participating
clubs
- from 23:55, disco / chalet songs and games

Saturday 7 February 2026
08:00 – 09:30 – breakfast served
08:30 – 11:30 – Display of the graphic art, photography, ecological poster and caricature works
08:30 – 18:00 – Canine competition – "OPEN SAR Selection" – 1
10:30 – Start of the surprise tourist orienteering + surprise sledging and skiing events, non-competitive and
fun
12:00 – 16:00 – Judging of the displayed works
13:30 – 14:30 – lunch served for those who have chosen the option with meals
16:30 – 18:00 – Free time / Presentation on giving first aid in emergency situations – 1
18:00 – 19:30 – dinner served for those who have chosen the option with meals
18:30 – Posting of the partial results
18:30 – 19:30 – Submission of appeals for the events held
21:00 – carnival costume dance event + cultural event, continued with an FRTE Folk Marathon

Sunday 8 February 2026
08:00 – 09:30 – breakfast served / 08:00 – 11:00 – Canine competition – "OPEN SAR Selection" – 2
08:30 – Posting of the final results
08:30 – 09:30 – Submission and resolution of appeals for the cultural event
10:00 – 11:30 – Presentation on giving first aid – 2 – for those who want the certificate and the card,
these can be issued for a fee – 50 lei/person – provided they attend both presentations
11:30 – 12:00 – Prize-giving ceremony (with kisses and photos)
12:15 – Handing over the rooms and departure of the participants
12:30 – 13:30 – lunch served for those who have chosen the option with meals

RULES
The competition is open to all sports tourism clubs and associations in the country, whether or not affiliated to the Romanian Federation of Tourism and Ecology, and will include the following events:
* Photography - 6 colour photographs, maximum size 1200 sq cm – 25 points (S.P.P.) for the highest overall average obtained after judging. The set of 6 photographs may be presented at only two stages.
* Graphic art - 3 works, A4 size. The works will be presented only once.
* Caricature - 3 works, A4 size. The works will be presented only once.
* Ecological poster - one work, minimum size A3 and maximum A2, or a three-dimensional model. The work will be presented only once.
Failure to comply with the size of the works will be penalised by 5% of the score obtained in the respective event. Displaying more works than the organiser requires is not permitted. The logo or name of the club exhibiting the works shall not be displayed on the panel. Failure to comply with the rule on the number of works entails
the cancellation of the score in the respective event. Failure to comply with the rule on not displaying the club's logo or name entails the cancellation of the scores for the exhibits displayed.
* Slide-show – at least 30 photographs with a musical background, lasting a maximum of 5 minutes. The presentations must be ppt, pps or exe files compatible with Office XP and Office 2007, and it is recommended that they do not exceed 100MB;
– we ask the clubs to bring their presentations on USB memory sticks or CD-DVD and, as a back-up, to send the slide-show by e-mail to:
[email protected], by Tuesday 3 February 2026, 20:00; we also
ask you to bear in mind that the event will take place in a single viewing session.
* Cultural Event - 25 minutes (+ 2 min) - 25 S.P.P. points. At least 2 members of the same club will take part in this event. The theme of the cultural programme must be: tourism – ecology – sport – nature, and it must include a compulsory minimum consisting of: 3 songs (anthem + 2 songs
sung by at least two members of the club, of which at least one must be an original composition, while the other must not belong to a club active in the competition, or shall not be included in the programme without the consent of the club to which the song belongs), a poem (not necessarily an original composition) and a humorous sketch or mime (not necessarily an original composition). The order of entry into the competition
will be determined by drawing lots during the event.


* Scoring of the cultural event at LIRĂ-type competitions:
MUSIC: marks from 1 to 10
(The absence of the anthem will result in the MUSIC section being marked from 1 to 8, and presenting fewer pieces than the number required will result in the respective section being marked from 1 to 8)
POETRY: marks from 1 to 10 (it must be recited (declaimed from memory); reading it will result in the POETRY section being marked from 1 to 8.)
HUMOUR: marks from 1 to 10
OVERALL MARK: from 1 to 10 (it will include the assessment of stage presence, the continuity of the component pieces, the regulation duration of the programme, the theme, the artistic impression, etc.)
Exceeding the regulation time by more than 5 min. results in the overall mark being awarded from 1
to 9.
The absence of the theme results in the loss of one point from the overall mark and of one point from the mark for the respective section.
The use of obscene expressions in the presentation of any section of the cultural programme results in the loss of 5 points from the overall mark. Explicit vulgarity may lead to the programme being stopped.
The events presented above will count towards the FRTE ranking and the Overall Ranking.

RULES FOR THE EVENTS THAT WILL COUNT ONLY TOWARDS THE OVERALL RANKING

1. VIDEO MONTAGE
- presentation of a video montage of up to 5 minutes about your own club, on CD-DVD
- points from 1 – 10 will be awarded for subject – theme (the club's own eco-tourism-cultural actions), technique (clarity) and presentation (editing)
- 1000 points maximum in the secondary system S.P.S., after which the conversion will be made according to the FRTE S.P.P. scoring at the end
2. CARNIVAL COSTUME DANCE
- dancing will take place simultaneously to several rhythms, with varied songs
- the first songs will be eliminatory, requiring minimal skills, with the less prepared couples being
eliminated
- 150 points are awarded for each individual stage in the secondary system S.P.S., after which the conversion will be made according to the FRTE S.P.P. scoring at the end
3. SURPRISE TOURIST ORIENTEERING
- participation will be in teams of 2-5 athletes, with no age or sex limit
- each team must pass through all the control points in the order written on the competition card, otherwise they will not be able to enter that point
- to get from one point to the next, certain obstacles will have to be overcome. All team members must pass these challenges, alone or with the help of the team
- if one of the team members gives up or does not pass those challenges on the orienteering course, the team is disqualified
- the use of mobile phones to solve the various tasks in the competition leads to the penalisation of the entire
team
- the competition is won by the team that demonstrates the most developed team spirit, the best time and a high level of originality, and whose members all manage (by various more or less
conventional methods) to pass all the obstacles
- 2000 points maximum in the secondary system S.P.S., after which the conversion will be made according to the FRTE S.P.P. scoring at the end
4. CANINE COMPETITION – "OPEN SAR SELECTION"
- participation will be in teams of max. 3 handlers with max. 3 dogs
- the search events will be in accordance with the IPO-R regulations for Missions
- each team must go through all the events, in the order written on the competition card:
- canine search (FL, F, T)
- skills (abseiling / zip line / Indian bridge)
- orienteering
- first aid
- all team members must pass these challenges, alone or with the help of the team
- the use of mobile phones or means of transport to solve the various tasks in the competition,
without the referee's consent, leads to the penalisation of the entire team
- the competition is won by the team that demonstrates the most developed team spirit, finds the most
victims and achieves the shortest time.
- the canine search and rescue events are open to the civilian teams announced through the National Canine Education Centre of Romania and its partners + teams belonging to the ISU (Inspectorate for Emergency Situations) or other units, according to their own regulations, after which the ranking will be made by converting the points awarded, according to the FRTE S.P.P. scoring at the end.

5. SURPRISE EVENTS
- they will be presented on the spot, together with the way they are run, and will not count towards the overall ranking; here good spirits and everyone's originality come first.
The overall ranking will be made by adding up all the competition events (except the surprise events), through the best placing in each individual event of a representative or team from a club, with the mention that the judging of the video montage will be done by a representative from
each club participating in the event and will count towards the ranking of the event, and the score awarded by the organisers will also be added to the overall ranking of Carnavalul Zăpezii.

ATTENTION!
* Smoking is forbidden in the hall where the competition events take place (those who do not comply with this condition will be warned only once, after which they will be removed, and the club they belong to or came with will be disqualified and scored 0 points in all events, regardless of the points obtained up to then or that they might still obtain.
* The equipment needed for the events will be provided by the organisers.
* The programme and rules may be changed depending on the number of participants and the running of the
events.

Participants in Carnavalul Zăpezii staying at the guesthouses in the surrounding area who wish to have their meals at Hotel Floris may do so for a fee (breakfast – 35 lei/person, lunch - 65 lei/person or dinner – 55 lei/person) only during the schedule set out in the invitation (the restaurant will be open during this schedule only for those who have chosen the option with meals).

Attention!!!:
* Meals can also be served at Hotel Floris "à la carte" - but it takes a very long time (the waiting time may exceed 30-60 minutes if the whole group arrives at once)
